CCB

The Centre for Cybersecurity Belgium (CCB) was created by Royal Decree of 10 October 2014 establishing the Centre for Cybersecurity Belgium and is under the authority of the Prime Minister.

The CCB calls on the administrative and logistical support of the Federal Public Service Chancellery of the Prime Minister in carrying out its assignments. The Centre for Cybersecurity Belgium is the central authority for cybersecurity in Belgium. It will draft a national Cyber Security policy and encourage all relevant Belgian governments departments to make an adequate and integrated contribution.

The CCB will take over the management of the Computer Emergency Response Team (CERT) from the FPS Information and Communication Technology for the purpose of carrying out activities relating to the detection, observation and analysis of online security problems as well for providing continuous information related thereto to users.

Security Made In Lëtzebuerg - groupement d'intérêt économique (SMILE g.i.e.) was born from the need to preserve and continue, within a permanent structure, the results obtained through many years of work in the field of the two programmes: CASES and CIRCL.

CASES and CIRCL and the results of all Luxembourg activities supported by the European program ‘Safer Internet’ (organised under the name BEE SECURE henceforth).

Its work and aims rest on the "Information and Communication Systems Security Strategy"(«Information and Communication Systems Security Strategy ») defined and managed by Ministère de l'Economie.

The state of the Grand Duchy of Luxembourg, represented by three ministries (Family, Integration and Greater Region Ministry), Education, Childhood and Youth Ministry, , Economy Ministry), , as well as local government federations SIGI (Syndicat Intercommunal de Gestion Informatique) and SYVICOL (Syndicat des Villes et Communes du Luxembourg) fund and manage SMILE g.i.e. as a partnership.

The financing details and mission statement of "security made in Lëtzebuerg" g.i.e. is governed by a 5-year agreement (only available in french as la Convention de Contribution Financière Pluriannuelle 2015-2020), signed between the g.i.e. and its supervisory ministry, the Ministry of the Economy.

SDLC (Interior Ministry)

The Sub-Directorate in charge of Fighting Cybercrime (SDLC) is one of the Central Directorates from the Judicial Police Department inside the National Police General Direction. It was established in April 2014, and include the Central Office for Fighting Information Technologies and Communication-Related Crime (Office Central de Lutte contre la Criminalité liée aux Technologies de l’Information et de la Communication – OCLCTIC), an interministerial service launched in 2000.

With its national territory, SLDC brings a complete response to the cybersecurity issues. It animates and coordinates through OCLCTIC the operationnal fight against cybercrime. It technically supports the other investigators’ departments, and manages the national network of CyberCrime Investigators (ICC).It’s also the international Point of COntact, for instance for Interpol and Europol (EC3) for cybersecurity matters.It provides two additional platforms for the citizens: www.internet-signalement.gouv.fr, operated by the “Plateforme d’Harmonisation, d’Analyse, de Recoupement et d’Orientation des Signalements (PHAROS), and Info-Escroqueries, a telephone « hotline » dedicated to scam and fraud victims.

Launched on January 6th, 2009, PHAROS collects and analyzes the reports of illicit contents on the Internet, in order to redirect them to and warn the adequate services in France and abroad. it’s available for citizens and organisations, including ISPs, hosting providers, social network operators, associations, etc?

SDLC also includes two other entities that provides additional expertises and services. Strategic Coordination bureau (BCS) follows the work related to understanding cyber evolution, and helps create the associated communication materials.

The new Analysis and Anticipation Division (DAA), established in September 2014? is in charge of protecting and raising awareness for individuals and SMEs on cyber threats. The division builds partnerships with public and private organisations in order to contribute to a better understanding of the risks, and ultimately reduce their impacts.

Point de Contact derives from Internet Service Providers’ intent to take part in fighting abhorrent Internet content. It has been set up in 1998 by l'Association des Fournisseurs d'Accès et de Services Internet, and allows users to report child pornography and racial hatred.

Meanwhile, as soon as in 1999, the European Commission ’s Safer Internet Action Plan European Commission started supporting the creation of an international reporting service network, the INHOPE including founding member the AFA. Since then, the European Commission’s successive programs have been supporting the AFA’s Point de Contact and its European counterparts, funding 50 to 75% (depending on their contracts) to subsidize their action. Additional financial support is provided by the AFA’s members.
